Dr. Robert M. Rasha Jr. is a C-level technology and cybersecurity executive with more than 25 years of experience leading IT, security, and network operations as a Chief Information Security Officer, Chief Information Officer, Chief Technology Officer, and Director. His career spans local municipal government, federal government, tribal government and Indian Gaming, healthcare, education, hospitality, telecommunications, and the internet service provider (ISP) and managed services (MSP) industries. Across these sectors he has designed, secured, and operated large-scale enterprise and critical infrastructure networks in highly regulated environments, and has led incident response and forensic investigations where downtime and compromise are not acceptable.
Robert did not start in the boardroom. He grew up in technology and built his career from the ground up, advancing through hands-on technical roles to executive leadership across telecommunications, government, and the private sector. That path sets him apart from many executives in the field. He brings deep, hands-on technical expertise to the executive table: the ability to design, program, and secure a network himself. His strategy is grounded in how systems actually work, and his guidance holds up when it meets real-world operations.
Dr. Rasha holds a Doctorate in Information Assurance, a Master of Science in Information Assurance and Cybersecurity, and a Bachelor of Science in Network Management and Design, along with graduate certificates in cybersecurity leadership, artificial intelligence, and government CIO leadership. He maintains senior-level certifications including CISSP, CISM, C|CISO, CGCIO, CASP+, and CEH, and serves as an EC-Council Cyber Mentor and a NICE Cybersecurity Career Ambassador.
He is the author of Securing the Public Trust: A Practical Cybersecurity Playbook for Small and Mid-Sized Municipalities, Utilities, and Public Agencies. Drawing on his field experience and doctoral research, the book helps public agencies turn frameworks like the NIST CSF and CIS Controls into security programs they can actually sustain with the staff, budgets, and governance they really have.
